General Atomics and Affiliated Companies Program Manager Electronic Information Exchange in Poway, California

General Atomics Aeronautical Systems, Inc. (GA-ASI), an affiliate of General Atomics, is a world leader in proven, reliable remotely piloted aircraft and tactical reconnaissance radars, as well as advanced high-resolution surveillance systems.

We are looking for a talented program manager. This position reports to a senior program manager and is responsible for the development, implementation and sustainment of an electronic information exchange system, for system sustainment and airworthiness information, that integrates existing and new information technology applications to support permissions-based/controlled secure access and data exchange with multiple domestic and international contracts/customers' information systems. The position will support development of training curricula for use and maintenance of the system, as well as establishment of help desk procedures and processes. The program must integrate with other programs that have well defined program schedules, integrated master plans and delivery methodologies. This position will lead all phases of the assigned program from initiation through delivery and sustainment. This position has strong potential for career advancement as the electronic exchange system is adopted by more customers.

DUTIES AND RESPONSIBILITIES:

  • Lead engineering teams to develop, build, test, and demonstrate business information systems.

  • Oversee and monitor project schedule, timelines, milestones, and costs from initiation through delivery.

  • Develop and coordinate project plans or delivery methods which can serve single or multiple customers.

  • Manage resources to ensure project schedule, budget, quality, and specification goals are attained.

  • Provide leadership, direction, and guidance to employees working on the project. Effectively communicate project expectations to team members and stakeholders in a timely fashion.

  • Participate with engineering to establish design concepts, criteria, and engineering efforts for product research, development, testing, and integration.

  • Interact with internal and external representatives at various levels concerning resolution of technical and scheduling issues. Act as primary contact for project issues.

  • Develop and deliver progress reports, proposals, requirements documentation, and presentations.

  • Act as the primary customer contact for project activities and lead project review sessions with customer(s) to discuss cost, schedule, and technical performance.

  • Identify project issues/risks and provide leadership in developing solutions such as re-allocation of resources or modifying contract specifications.

  • Contribute to the development of new business opportunities and expansion of existing business opportunities.

  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company.

  • Manage the development of and ensure the security of proprietary technology and maintain the strict confidentiality of sensitive information. Other duties as assigned or required.

Job Qualifications:

  • Typically requires a Bachelor's degree in Systems Engineering, Business Information Systems, Information Technology, or related discipline, and nine or more years of progressively complex program administration with at least five of those years managing programs. May substitute equivalent experience in lieu of education.

  • Must demonstrate an extensive understanding of program management processes and procedures, planning and scheduling methods, and budget management as well as the ability to organize, schedule, and coordinate workloads to meet established milestones and budgets.

  • Ability to prescribe detailed communications architecture including performance calculations, trades studies, mission analysis, and resulting system level requirements.

  • Ability to document and communicate technical solutions, including requirements, trade studies, and proposals.

  • Must possess:

  • The ability to initiate, plan, and manage projects.

  • The ability to identify issues, analyze and interpret data and develop solutions to a variety of non-routine matters of diverse scope and nature.

  • Strong analytical, communication, documentation, presentation, and interpersonal skills.

  • The ability to work independently and lead in a team environment.

  • Must be able to work extended hours and travel domestically and internationally as required.

  • Must be able to develop solutions to problems that require coordination of technologies across program requirements.

  • Must be able to lead integrated product teams representing diverse disciples and technologies.

  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.

  • Ability to obtain and maintain a DoD secret security clearance is required.

Desirable Qualifications

  • PMP certification

  • Agile/Scrum experience and or certification

  • Experience in Information Technology and Network Systems

  • Experience in Systems Engineering.

  • Experience in aviation operations/maintenance and/or the aerospace industry.
