Defense Media Activity Program Manager (PLCYPLN/ENTARCH) in Fort Meade, Maryland

Summary This position is being filled under the DHA for Certain Personnel of the DoD Workforce; Section 1109, NDAA FY20, Public Law 116-92. This position is part of the Mission Support Component, Defense Media Activity. The incumbent will be responsible for participating in enterprise system design, in order to field IT systems and capabilities that provide news, information, and entertainment to US forces overseas. Responsibilities This position is being filled under Secretary of Defense for Personnel and Readiness (USD(P&R)) Memorandum, "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23, 2023. Section 9905 of title 5, U.S. Code. As a Program Manager (PLCYPLN/ENTARCH) at the GS-2210-13 some of your typical work assignments may include: Handles planning communication, coordination, and engineering of M365 service changes, planning, testing, and new feature implementations. Develops policies and plans in consideration of new or revised policy and procedural criteria, current and long-range objectives, and budgetary needs. Develops, monitors, and reports system performance and applications software implementation schedules. Performs gap analysis against proposed solutions and identifies gaps and develops strategies and solutions. Coordinates service monitoring methodologies and coordinates system maintenance, service interruptions and scheduled outages with agency stakeholders. Serves as a Systems Manager, senior analyst, and advisor to the Director of Mission Support. Responsible for control including cost estimating, license management, contracting officer technical representative duties and acquisition support. Requirements Conditions of Employment Qualifications You may qualify at the GS-13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Determining program goals, resource needs, develop policies and plans in consideration of new or revised policy and procedural criteria, current and long-range objectives, and budgetary needs. Establishing policies and guidelines for the development of various programs documentation and submission of related reports, documents, and exhibits which effect changes up to Major Command level. Providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT equities and issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 2210, series as listed below. You must have Information Technology (IT)-related experience which demonstrates proficiency in each of the following four competencies listed below: 1. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
