U.S. Coast Guard Management & Program Analyst, GS-0343-13 in Alexandria, Virginia

Summary This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations (CG-DCO), Director of Marine Transportation System (5PW), Navigation Center, Waterways Risk Assessment and Support Division(WW), Alexandria, VA. Responsibilities The position serves as a Management & Program Analyst for new and established projects, programs and systems. Taking appropriate action in planning and executing work required to accomplish the objectives. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Planning and coordinating development, consolidation, review and approval of programs and budgets to support projects, programs and systems. Identifying, verifying and assessing causes and methods for resolution of problems or impediments affecting the program. Assessing, developing and evaluating program processes and products managed within the organization. Analyzing and monitoring program and resource use to identify actual or potential problems, trends and deficiency situations or areas of imbalance. Preparing charts, summaries and narratives which provide the basis for performance evaluation. Serving as a focal point to formulate and formalize e-business objective plans, programs and policies critical to assessment and evaluation of processes, policies and procedures. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. Time-in-grade requirements must be met by closing date. One-year probationary period may be required. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications To qualify for the GS-13: Applicants must possess one year of specialized experience equivalent to the next lowest grade level (GS-12 level) in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Your resume must demonstrate that you meet 5 out of the 7 specialized experience below: Utilizing requirements gathering, hypothesis formation, and data discovery. Applying data engineering methods to create tidy data including tasks such as imputing missing values, identification and correction or deletion of corrupt records, grouping and categorization of records by attribute values. Selecting GeoAnalytics or spatial statistical methods for use on spatiotemporal datasets containing billions of records. Applying spatial data analysis methods using python modules available in the ESRI arcgispro-py3 python environment, or the python environments provided in ArcGIS Online. Identifying and applying geodetic datum transformations where appropriate and selecting projected coordinate systems to minimize error and bias in spatial data analysis product visualizations. Developing analysis product visualizations using ArcGIS portal capabilities including Experience Builder, Web Applications, and Dashboards. Utilizing raster analysis methods by analyzing spatial information contained in grid datasets such as soils, land cover, elevation, and more. Quality Factors are competencies or knowledge, skills and abilities (KSAs) that are expected to enhance performance of a position. They are not used as "screen out" factors: Experience with USCG prevention programs including marine safety, environmental protection, and/or ports and waterways safety, or prior professional maritime experience. Experience or familiarity with Automatic Identification System data and Aids to Navigation data. Experience creating data analysis visualizations using PowerBI. Familiarity or experience with any of the following machine learning models: regression, random forest, naïve bayes, neural networks, classification, deep learning. Familiarity or experience with waterways risk assessment tools including predictive, risk, or qualitative models. Knowledge of python model development and selection of the appropriate python environment for execution of Jupyter notebooks in an organizational ArcGIS Online portal. NOTE: There is no educational substitution at this grade level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
